Your suggestion is not for the template, it's specifically for all Joomla sites. I believe every Joomla user already know the suggestions you showed.

The issue is the template itself is slow, it's probably loading too many components, plugins, etc.

For a site to load on a desktop at 16+ seconds is simply absurd. It'll load even slower on a mobile devices.
