As I wrote below, I didnt custom the code in custom layout, I just copied it from default.php.
Yes I need show this module as main horizontal menu and for vertical accordion menu too but in the diffrent layout, but I didnt get it work correctly with custom layout, so I have changed the defualt.php for my one goal and solved the problem.

You need to custom layout of module when change the structure html/css of our module.
If you only want to use the module for many the positions. you can create new module for the each position, then configure these option Style Flyout of module again: 1 for the vertical, 1 for the horizoltal
