These two modules stopped scrolling !!
the only major change I did was upgrading Joomla from 3.0.3 to 3.1.1

Is that could be the reason ?

I upgrade SJ Health Responsive to joomla 3.1.1 and it work fine. Maybe, you did configure modules or install other modules and conflict js. Could you please send your account to us?

Yes, I found it.

I installed an extension called (Videobox) that caused this problem.
When I disabled the plugin, modules back to normal.

I've included access info with this reply.
Please let me know if there is a way to override this issue, or inform me if not, so I will search for another extension.

Dear Abdulwahab Alghamdi,

Because you installed Videobox plugin and load Jquery, so your site occurred conflict js. You should go to Videobox plugin manager, in Plugin Settings choose Load Jquery is Off.
