This problem exists and can also be seen in the demo of smartaddons templates.

the problem is that when you change the language "dir" & "lang" in HTML tag Does not change.

this problem is with AdsManager Component.

You must disable this component to resolve the issue :

in joomla administrator go to Extensions > manage > manage menu
or
add blow url in front of you website domain:
/administrator/index.php?option=com_installer&view=manage

ins serchbox find "ads" and disable all AdsManager extensions.
